DEALING WITH CHINA

There is no reason why our two countries, India and China, can-not work together to take advantage of our respective strengths, China mostly in Manufacturing and Infrastructure and India mostly in Services, Information Technology and Culture. India can offer access to the Indian ocean through its territory, even if through POK and Aksai Chin, to China, on payment of a mutually decided toll/cess on all goods or tourist traffic using such access. So too, China can offer India access to Central Asia and even beyond to Russia, Europe, Korea, and Japan, on similar terms. All Corporations or infrastructure or I.T. facilities, set up in each other’s country, should be mandated to employ at least 70 percent of the local citizens, at all levels below Board level and at least one –third, if not half at the Board level.

Investment in each other Country’s duly Registered/Incorporated Businesses or Industries can be considered under an automatic approval system for upto 24 percent equity holding requiring only Know Your Customer (KYC) norms.

This Manthan policy, of working together versus the ‘Tug of War’ policy of working against each other, is now being explained to China as being beneficial to both countries and as being in line with our historic attitudes, and as having proved successful – before the incidence of Communism, with its western/communist mindset of a ‘Zero-sum’ game of winner takes all. In this world of Technological Progress, it will ensure better utilization of the strengths of each to provide abundance for ALL. Hopefully, better sense can prevail and the historic and successful Asian way to work together to resolve any issues and ensuring harmony will be recognized as the best way. Such an Asian way will be an example to the rest of the World.

Unfortunately, China, being a communist country, has so far, over 11 years since the Manthan concept was first mooted to it by the Indian Government via the then, President Pranab Mukherjee, is still not been able to understand the concept. Their militaristic mind-set fails to grasp the advantage of co-operation, of cultural and people-to-people contacts, and of working together. Therefore, we may need to wait till the attitude of the Government, or the Government itself, changes. All the while being ready to protect our interests, even as we continue to look forward to China recognizing the value and benefits of the Manthan Policy and it being willing to implement it in dealing with India. If, however, it does not do so, then we will no option but to deal with it as it calls for.

Ofcourse, in the case of Tibet becoming free, the border issue can be settled in a more inclusive manner, to perhaps even include the Kailash Parvat region, the Yarlung Tsangpo / Brahmaputra River region with the then Tibetan Government. Ofcourse this can be done even with the present Chinese Government if they elect to take up a comprehensive Manthan Policy.

Recent diplomatic signals are indicating that the Chinese, perhaps recognizing that the cost of defending the lands belonging to India, that it has occupied on the Indian Borders, and of trying to maintain its claim on Arunachal Pradesh, is far more, in both financial terms and the potential lives lost in future conflicts, than the Tolls it would be required to pay to India for using the access roads through the same territories, if its claims are forgone and the territories returned to India and the Borders settled finally, (See- Manthan Policy), and if it is now willing to consider such a ‘Manthan” policy, and peacefully settle all pending issues between our Countries, it will be for the mutual benefit of both Countries.

We should continue to work with them in this direction, while keeping our interest paramount, and be always willing to be adjusting wherever such interests are not affected. Both the Countries can then enjoy and gain from the ‘Peace Dividend.’

DEALING WITH PAKISTAN

Take up all possible water storage and management projects in J &K as allowed under the Indus Water Treaty of 1960 to avoid Pakistan taking undue advantage of the as is biased Indus Water Treaty. If deemed necessary, be prepared to re negotiate, or even abrogate, the Indus Water Treaty. If any untoward reaction is made by Pakistan, then we can justifiably takeover POK. Anyway, taking back the POK and the Gilgit – Baltistan area is already an announced aim of our Parliament.

We should also cancel the one-sided Free Trade Agreement that we have offered to them.

Also support the Baluchistan, Sindh, Pashtun freedom movements.Once they are free, we can deal with each appropriately, to ensure that there remain no pending issues that will cause disruptions later.

If Pakistan continues its terrorist operations in India, it becomes time to declare Pakistan a Terror State and deal with it accordingly.

The recent terror strike at Pahalgam/ Baisaran valley, by Pak-based terrorists, and India’s retaliatory strikes under the very evocative and aptly named ‘OP-Sindoor’, on nine of the major terror bases within Pakistan, followed by escalating drone and missile and artillery bombardment by Pakistan, leading to another very successful Indian strike on all major air -bases of Pakistan. Fortunately, India was able to successfully thwart 100 percent of the drone and missile attacks by Pakistan.

The conflict was paused at the request of the Pakistani military. and even today, 15 August 2025, ‘OP-Sindoor” remains an active Operation, with hostilities just paused. Pakistan’s intentions, involvement with the terrorists and their attitude was clearly evident in the State Honours given to the dead terrorists at their burial ceremonies, in the presence of senior Military and Government officials, their PR claims of having won the conflict and having taught India a lesson, and therefore promoting their General to a Field Marshall. This attitude may again result in another ill-advised act leading to resumption of the conflict, hopefully Pakistan will restrain itself, even as it today faces internal secessionist calls and civil unrest threatening the existence of Pakistan itself. India has put the Indus Water Treaty(IWT) in abeyance and clearly told Pakistan that:

  1. Terror and Talks cannot go on together.
  2. Terror and Trade cannot go on together.
  3. Blood and water cannot flow together.

Also, that Pakistan must prove its Bonafide’s, in its expressions for seeking peace with India, by clearly announcing that it will not support terror activities and, by handing over the identified terrorist leaders to India. India needs to wait and watch and take action as deemed necessary as the on-going circumstances warrant. India has also sternly warned Pakistan that any future act of terror in Indian Territory will be viewed as an act/declaration of War, which will be met with appropriate response from India.
