To ensure the development of largely self-contained townships, not only close to but, separate from the existing large Urban Centres / Mega Cities, but also, in other selected locations to act as planned population centres that provide facilities as required for ideal living and functioning / working environments.

To recognize that Mega Cities (with a population of over two Crore each) are mainly self-sustaining entities due to their internal Trade and Service transactions and ability to trade with the people of its surrounding areas for all else that they need (Raw materials, Food and Water). They would be the centre around which satellite townships can be developed. Such Mega Cities can thus be recognized as Small States by themselves with an elected CM and Legislature, as is Delhi. Conclusion

The inevitability of increasing urban populations require not only proper planning and development of urban centres at the tier II and tier III towns, but also, proper re-development of existing metropolitan cities into conveniently functioning working environments allowing for ideal interaction between people.

Also, Mega cities need to be recognized as Small States or Corporations with their own government, free to decide for their own benefit and not be ruled by those not living therein or having greater commitments to other regions outside the city.
