In a World where India faces military threats from across its borders, Hyderabad has another justification to be made into a mini State like Delhi. Its long recognized strategic location, and its many other advantages, call for it to be designated National Capital Region (South), with the actual political infrastructure located and concentrated, in in a designated town/district area, say Warangal or Vikarabad and included in, or just outside the Capital Region. This will also avoid the squabbles as today seen between NOIDA in U.P and also Gurugram in Haryana.
If the concentration of the power and wealth of the Metro is taken out of the equation, the rest of the State would necessarily have to develop its tier II and tier III Urban townships and the Politics would become more balanced, a better long term solution to increasing Urbanization.
The advantages of having the Capitals, both National and State, away from the Metro UT / State (eg: Canberra developed away from Sydney and Melbourne in Australia, Ottawa developed away from Quebec and Montreal in Canada and Washington as a separate district away from Philadelphia, New York and Boston, Islamabad away from Rawalpindi and Albany away from New York city, Gandhi Nagar away from Ahmedabad etc), may also be considered. This would to a great extent avoid improper Politico – Business connections or nexus.
It may be noted that the call for small States is generally given by those belonging to fringe parties who hope to secure power at least in a small State, and by those really belonging to covert, subversive and anti-national elements who hope to be able to take advantage of gaining control of the official State machinery (Police, Administrative and Judiciary).The dangers from such a situation are evident and hence, such calls must be strongly resisted. Especially in regions such as Telangana as it could have become the locus for the Naxal Corridor with its common borders with the Naxal dominated areas in Odissa, Maharashtra and Chhattisgarh, and as the leader of the main proponent for Telangana had then declared that his Party had the same aims as the Naxalites. Thankfully his view point changed after formation of Telangana and also, with the new nationalistic Central Government such a danger was averted.
How about demands for a BIGGER State? If in the late 1950’s even Dr. M.Chenna Reddy could see the advantage of Bigger States and called for joining ANDHRA PRADESH and KARNATAKA into one Bi-lingual State that extends from coast to coast, then perhaps today, we too should also, consider the advantages of such an option. Bigger States have a lower ratio of administrative costs of Governmental and Legislative structure to revenue, and also, have the advantage of a much larger resource base to call upon to meet special needs. Especially so in these days of Computer linkages and Social Media.
The problem of effective, pragmatic and speedy resolution of local issues would be best addressed by a truly decentralized administration from State, to District, to Tehsil and finally to the Town / Village. (Properly implementing the Gram Panchayat Act and empowering the Municipalities), allowing the people a more transparent and direct say in their own immediate concerns. Hence, perhaps, such de-centralization within the State boundaries as decided, would be the best answer to all calls for division of States.
