  • Additional revenue source: – All vehicles entering the city must pay a toll or tax each day to avoid congestion and pollution. All vehicles must undergo regular fitness inspections at Registered and Authorized Dealers for those vehicles as given below. The charges collected therefore should include a specific percentage say five percent, payable to the RTA, in addition to the GST as applicable.
    1. Commercial/Public passenger vehicles etc. – must also, undergo such fitness tests every year and to be taken off the roads if found unfit and not repairable, or after specified mileage (depending on usage) to avoid the danger of breakdown due to metal fatigue, and in any case not more than 12/15 years unless it has a recognized Vintage status, in which case a special tax at a concessional annual rate may be allowed.
    2. All outside vehicles – Such inspection should be applicable to all Government and Corporation vehicles and State buses etc.
    3. Private vehicles – every year after the first three years.
    4. Vehicles older than five years to pay an increasing pollution tax for each year thereafter. This goes to the Municipality.
    5. Auto rickshaws / animal carts / hand carts etc. and other slow-moving transport to be banned within the city limits (e.g. Mumbai) except in such specified localities where they may be allowed as tourist’s attraction / rides.
    6. Bicycle paths can be provided within each locality, but not to be encouraged inter locality to avoid accidents. Do remember that the climatic and environmental conditions in our country do not allow for bicycles to be an effective and convenient made of regular transport.
    7. Sewage / garbage disposal – rules to segregate garbage must be laid down and enforced. Public – Private – Partnerships must be taken up to set up to properly treat and dispose of sewage and recycle the water for gardening and recreation purposes (fountains etc) Garbage must be recycled and treated or incinerated as appropriate and power generated there from. Care should be taken to treat hospital garbage. No garbage landfills should be allowed within city limits. No waste water should be allowed to drain into the water bodies or river or allowed to contaminate the groundwater. Ensure treatment.
    8. Environmental sustainability: – incentivize renewable energy usage (solar, wind, etc.), water-harvesting, composting, backyard gardening, terrace horticulture, by allowing reduction in Property Taxes.
    9. Encourage intra community interaction – by use of play grounds, and auditoriums and gymnasiums, by calling for a variety of intra group competitions and incentivizing such activities by public and media recognition / awards.
    10. Crematoriums: – Suitable sized and properly operated Crematoriums should be encouraged to be set up and run by the Government or even preferably by Public-Private or only Private Charitable Institutions.Liquid Nitrogen (Cryo-Crematoriums), which should be acceptable not only to Hindus, but also to Parsis, Muslims and belivers of all other religions, and must be encouraged. Burial grounds to be located well outside the city limits to be purchased, built and maintained by respective community institutions. Public Crematoriums need have no Burial grounds.
    11. Columbariums: – Japanese/ Korean type automated Columbariums can be built and operated by Public or Private concerns, and used to store Urns as required, and moved into a designated prayer or viewing booth or room designed for the religion selected, and ensuring a proper environment to enable the Family members/visitors to pray or pay their respects. Such Columbariums can offer a viable alternative to ever growing demand for burial grounds and even to existing burial grounds. In case the ashes are released into the rivers, then these Columbariums can be used to store photographs and other memorial items to enhance the memorial/prayer experience. The Columbariums can be located within properly designed gardens, with adequate parking spaces and with indoor and outdoor halls for memorial functions and also cater to the other needs of gatherings as may be required.
    12. Green Belt: – Seek to allow for at least a 500 mtrs wide green belt around the city limits to prevent encroachment.
