The author has confined himself to the scheme up to Brahmaputra River. If the Eastern Himalayan Garland Canal is to be taken up simultaneously, then one more DG will be required for the catchment canal and power development. The water and power potential here is vast. The cost and problems will also, be equally high. As other Countries would need to be involved, this portion of the System is likely to take time before it can be commenced. This can be integrated into the main System as and when all concerned agree to its implementation.
It should also, be noted that this Project will, after the first few years, also, generate direct and indirect income in addition to all the other benefits as mentioned earlier which will easily more than offset any cost increase etc.
Throwing open the areas of the Country being developed, to all citizens of the Country especially where a closed policy now exists in some areas of the Country, thus vitalizing all our efforts at national integration, is essential if we have to get the maximum value out of our investment.
A real big drive must be launched by the Government to realize such National integration, by opening more Schools, Colleges, Hospitals and Industries and permit the entry of Social workers and Organizations to help in achieving that goal. The fears of locals can be allayed by ensuring their full employment and giving them preference initially in the employment. This will also, have a great advantage from the point of Defence and will help in securing the integrity of our Borders.
Finally, it is reiterated that the above scheme should be implemented without further loss of time and on a war footing to enhance the prosperity of our people and the prestige of our great Country.
Availability of water is not the problem. The problem is the availability when and where we need it. (See-”Water Crisis-the Solution”). For this Linking our rivers is essential. Such a project will also, greatly reduce the impact of floods and droughts.
