Capt. Dinshaw J. Dastur proposes a catchment canal of minimum of 1000 ft. width 30 ft. depth along the length of the Himalayas at about the 3000 ft. level and another similar canal around the Deccan Plateau at the about the 1500 ft. Level. The two canals are to be linked at their closest points so as to allow for the flow of water from the Himalayan canal to the lower canal and its consequent generation of Power.
The Himalayan canal would extend up to the region of the Brahmaputra River, beyond which it could be known as the Eastern Himalayan canal.
The Deccan Garland Canal running at the height of about 1500 ft. Level is pinched in the middle to almost form two separate canals, say, the Central Plateau Garland and the Southern Plateau Garland Canals.
If the Honourable Prime Minister is bold enough to start the enterprise without delay, I am certain that he will have the chance of seeing this grand Project launched on a stable basis and operating in full swing during his present tenure of Office. He will start seeing the results immediately. Involving as it does, the whole Country. It is a magnificent Project of a magnitude which will capture and hold the imagination of the entire Nation. It will produce results which no Project or Plan has done so far and will also, integrate the Nation in a way that not even war has done to date.
It is a worthwhile National goal, and the successful completion of this Project in record time promises to provide the solution for almost all our National ills such as under Employment, Poverty, Food shortage, Flood control, Inadequate water, unbalanced distribution of Income, etc., as the canal network practically covers the entire Country and the work which could be taken up mostly by directly employed labour without Contractors under Government appointed Directorate Generals for each Sector.. It may be emphasized here that even on a reduced scale; such a Project will still continue to be one of the largest Engineering Projects ever conceived.
This Project does not merely consist of a Canal System as the ancillaries and pre-requisites for successful completion of this task will involve development of communications, new townships and throwing open a large portion of the Country which has hitherto fore been neglected for lack of communication, transport, irrigation, commerce and thereby suffered by being left out of the mainstream of National growth in Education, Industrialization and Advancement in other fields. This would lead to all round prosperity which can be achieved quickly, if our Leaders have the vision to accept the recommendations of qualified people / technologists in the Country.
There is no dearth of talent in the Country and especially of qualified people, capable of delivering the goods, who will come forward in great numbers to put their shoulders to the wheel to complete this GRAND scheme. This National Project – THE GRAND IRRIGATION AND POWER SYSTEM – “GIPS” – Also, encompasses development of Roads, Railways, Water borne Transportation, Subsidiary Irrigation Canals, Helipads, Airfields etc., as they will have to be also, developed to carry out the main aim.
Instead of waiting to be forced by circumstances to do things, let us be bold enough to start this Herculean task NOW, without further loss of time. We have the talent, vision, imagination, drive and resources and only await the green signal from the Leaders of the Country.
International Financial Agencies such as World Bank and Countries like Japan and European and Middle East Countries, who are interested in imports, especially of Agricultural products to their Countries and in the export of their technologies and equipment, would be very willing to come forward to assist in developing the GIPS, Project financially. Modern techniques and equipment will enable the saving of time in the reconnaissance and working out of the details of the Project. Satellite reconnaissance combined with computer model analysis can ensure speedy and accurate planning of the entire Project.
