Reasonable Health care must be accessible to all. A properly conceived comprehensive insurance scheme linked to standardized rates for accommodation, procedures and medicines, with riders for any extra demands would be the best way to provide universal health care.
To avoid misuse and ensure calls for care with a sense of responsibility, it should incorporate reasonable element of co-payment as first cost, say 10 percent, to be borne by the patient and the setting up of committees at the medical hospital level, with a doctor, citizen and insurance representative, to decide upon really poor patients who will then be allowed, free care.
