Democracy- the best option, how to ensure it fairly represents the will of large populations, an effective State with reasonably de-centralized power, with systems and Institutions that allow the citizens to have a sense of agency/participation in the decision making at all levels and which function in an effective, transparent and equitable manner with the capability to detect and correct any errors or shortcomings found thereafter and remove or replace any unsuitable persons therein, all systematically and without any violence.
